You need to have a GMR to transport merchandise from:
- The European Union to United Kingdom (for transit movements only)
- United kingdom to Northern Ireland
Carriers require hauliers to provide them with the reference generated by a GMR as soon as they arrive to use the crossings on these channels. This is applicable even for empty vehicles. Every single GMR includes details for a single crossing and can only be used once.
The Goods Vehicle Movement Service (GVMS) can:
- Connect declaration references together. Meaning the individual transporting freight only has to provide one reference at the border to authenticate that their cargo has pre-lodged declarations.
- Connect the transfer of freight to declarations, which means they can automatically be “arrived” and “departed” in HMRC platforms in real-time.
- Inform customers whether their incoming items have been successfully cleared by the point they arrive in the Great Britain.
